DESCRIPTION

The purpose of the position is to provide comprehensive administration for the water and wastewater maintenance functions for the City. Employees in this position must have thorough knowledge of principles of water distribution and wastewater collection, and are capable of participating in all facets of work under charge. Position is responsible for successfully managing the water and wastewater operations, all associated personnel, the financial responsibilities inherent in the work, and the equipment, materials and supplies utilized by the division. 

ESSENTIAL DUTIES AND RESPONSIBILITIES.

  • Understand and execute written and oral instructions.
  • Respond to customer concerns and inquiries concerning all aspects of water and wastewater operations.
  • Maintains and repairs elements of the water distribution system, such as water quality, pipes and lines, valves, fire hydrants and meters.
  • Maintains and repairs elements of the sanitary sewer collection system such as mains, manholes and clean outs.
  • Locates City water, sewer, and storm water facilities in order to comply with Texas 811 locate requests from franchise utilities, contractors and citizens.
  • Operates and services the following equipment: mowers, brush hog, track hoe, excavator, back hoe, zero turn belly mower, dump trucks, pick-ups, tractors, hammers, compressors, weed eaters, blowers, chain saws and all the equipment and vehicles necessary to perform water, wastewater and streets maintenance. 
  • Maintains division materials, equipment and supplies inventory.
  • Inventory.
  • Maintenance and repair of city streets and parks. 
  • Meter reading.
  • Installs sewer taps and repairs or replaces damaged manhole rings and covers.
  • Assists the Crew Leader or Supervisor in maintaining proper job site safety.
  • Assists other divisions of the Public Works Department as needed, including standby and emergency call back.
  • Will perform other assignments and handle special projects as required.
  • Regular and timely attendance is required as well as the ability to get along with others in a professional and cordial manner.

KNOWLEDGE, SKILLS AND ABILITIES

  • Ability to operate and control the actions of equipment, machinery, tool and/or materials requiring complex and rapid adjustments. 
  • Ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations. 
  • Ability to apply principles of rational systems.
  • Ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form. 
  • Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives. 
  • Ability to exercise the judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties which are often characterized by frequent change. 
  • Ability to perform semi-skilled coordinated movements, such as operating a truck, computer terminal, drafting instruments, and engineering scale. 

Requirements

MINIMUM JOB REQUIREMENTS

  • High school diploma or GED; supplemented by required vocational/technical TCEQ certification. 
  • Valid Texas Class B Commercial Driver’s License required. 

OTHER REQUIREMENTS

  • Must obtain a TCEQ Class C Distribution Certificate required within two years of hire if City funded. 
  • Must obtain a TCEQ Class C Ground Water Certificate required within two years of hire if City funded. 
  • Must obtain a TCEQ Class C Waste Water Certificate required within two years of hire if City funded. 
  • Must obtain a TCEQ Collection I-Sewer Certificate required within two years of hire if City funded. 

ADA COMPLIANCE

Physical Ability: Some tasks involve the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending , stooping, working in confined spaces and lifting or carrying moderately heavy (20-50 pounds) items and occasionally very heavy (100 pounds and over) items.

Some tasks involve the frequent use of coordination and manipulative skills in performing a variety of tasks with the full range of hand and power tools and shop equipment; or the skilled and complex operation of heavy equipment calling for adherence to exacting standards of depth, grade, dimensions and contours.  

Sensory Requirements: Some tasks may require color perception and discrimination; taste perception and discrimination; odor perception and discrimination; depth perception and discrimination; visual perception and discrimination. Some tasks require oral communications ability. 

Environmental Factors: Some tasks may regularly be performed with exposure to adverse environmental conditions; such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances.
